Education Secretary Visits Miao Choepheling, Stressing Reading Habits and Student Safety

Miao, Arunachal Pradesh: Education Secretary Jigme Namgyal of the Department of Education, Central Tibetan Administration (CTA), arrived at Miao Choepheling Tibetan Settlement on 24 April 2026, following the conclusion of his official visit to Tezu Dhargyeling Tibetan Settlement.

Upon arrival, he was received by Tibetan Settlement Officer Rinchen Tsering of Miao Choepheling, Sambhota Tibetan School Principal Karma Tseten, along with local dignitaries and representatives of the parents’ committee.

At 10:30 a.m., the Education Secretary visited the Sambhota Tibetan School (STS), Miao, where he was warmly welcomed by the principal, teachers, and students. The programme began with a brief introduction of the school by the Principal in the school hall, followed by the Secretary Jigme Namgyal address to the gathering.

In his address, the Education Secretary emphasised that students should never forget three important aspects of their lives: “first, the love and care of their parents; second, the kindness and grace of His Holiness the Dalai Lama; and third, the invaluable educational opportunities facilitated by the Central Tibetan Administration, which must always be remembered.”

He further advised the students on the importance of reading, maintaining personal hygiene, and the negative effects of excessive mobile phone use. He also highlighted the need to prevent violence and promote respectful behaviour.

In addition, he advised students on personal safety, explaining the difference between appropriate and inappropriate physical contact and encouraging them to inform teachers or parents if they feel uncomfortable or unsafe.

Following lunch, Education Secretary Jigme Namgyal visited classrooms to observe teaching methods and later held a meeting with the teachers. During the meeting, he stressed the importance of maintaining professionalism in the classroom, noting that the use of mobile phones while teaching can disrupt learning and set a negative example for students. He advised teachers to avoid such practices.

The Education Secretary further cautioned that recording school activities and sharing them on social media without proper authorisation is inappropriate and against institutional guidelines. He urged teachers to remain mindful of their responsibilities and to uphold professional standards at all times.

Additionally, he further advised teachers to focus on improving students’ reading skills, noting that the storybooks provided by the Department of Education should be actively used rather than keeping in bookshelves. He encouraged teachers to engage students in regular reading practices to build a strong foundation.

He also stressed the importance of properly reviewing students’ homework, urging teachers to provide corrections and close attention to student work in order to effectively monitor their progress and understanding.

On discipline, Secretary Jigme Namgyal advised against the use of corporal punishment and encouraged teachers to guide students with compassion and care, creating a supportive and positive learning environment.

He further emphasised a zero-tolerance approach towards violence, bullying, or harassment in schools, stating that such incidents must be reported to the concerned authorities without delay. He also highlighted the importance of strictly following the Protection of Children from Sexual Offences Act (POCSO Act) to ensure the safety and well-being of all students.

Education Secretary emphasised the importance of students achieving strong proficiency in three languages—Tibetan, English, and Hindi. He noted that particular emphasis should be placed on Tibetan and English, as these are essential for both academic success and the preservation of Tibetan identity.

Following the guidance, Principal Karma Tseten expressed his gratitude and affirmed that the teachers and staff would work to improve students academic performance, especially their language and reading skills. He also thanked the DoE on behalf of the school for its continued support.
